Aah, Lightspeed Man. The cheap remake of Quick Man whose weapon is to run. Really, really, really fast. To hell with the Quick Boomerang, being able to run really, really, really fast is much more useful.
So, that burning-up effect there was made by rotating a sprite of Lightspeed Man 45 degrees, applying a motion blur behind him, duplicating Lightspeed Man's layer, coloring him red, and then applying a motion blur and a perspective distortion on that blur so that it spreads out at the end.
